It is all private behavior outside the purview of the NCAA.
Do you any idea the number of groupies that hang around big time college athletic programs using their connections to achieve personal goals whether they be sex, money, or power that are outside the scoop of the NCAA?
The NCAA can certainly poke around to see if anything Sandusky did involved violations within it's scope of college athletics but if it doesn't involve the athletes at the program or doesn't give the school a competitive advantage, all the NCAA can do, or should do, is proclaim it's disgust that a school let it happen but that is about all.
